PROCULTHER "Protecting Cultural Heritage from the Consequences of Disasters" : the DG ECHO co-funded project promoting preparatory measures for the protection of cultural heritage

The project “Protecting Cultural Heritage from the Consequences of Disasters”- PROCULTHER is implemented by a Consortium made of the Italian Civil Protection Department (Italy), the coordinator, the Ministère de l’Intérieur - Direction Générale de la Sécurité Civile et de la Gestion des Crises (France), the Ministry of Culture and Tourism of the Regional Government of Castilla y León (Spain), the Ministry of Interior - Disaster and Emergency Management Authority - AFAD (Turkey), the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the Fondazione Hallgarten - Franchetti Centro Studi Villa Montesca. PROCULTHER is co-funded by the European Commission Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), it began in January 2019 and will last until December 2020.


PROCULTHER is contributing to develop the capacities of UCPM Participating States to protect cultural heritage by placing this issue at the top of national European agendas and making the enhancement of cultural heritage resilience a common goal. In particular, the project will focus on establishing a UCPM driven multinational and multi-sectoral capacity for the safeguard of cultural heritage in emergency based on the definition of a European common methodology and technical Standard Operating Procedures (SOPs) in this field.


To achieve these ambitious results, PROCULTHER Partners are pooling their expertise and capacities with professionals from UCPM Participating States and third countries and will be engaged in the fields of:


Ø  PREPAREDNESS, by improving collaboration and coordination arrangements among national disaster management players, resulting in better organized and more effective national civil protection systems.

Ø  CAPACITY DEVELOPMENT, by developing concrete tools and technical support aimed at enhancing national discussion on the development of national capacities in the field of cultural heritage protection.

Ø  DISASTER RISK MANAGEMENT, by providing availability of a UCPM led multi-national capacity supporting national response actions for the protection of cultural heritage in case of emergency.

We would aspire to make this website a showcase of the project, open to the civil protection stakeholders and cultural heritage experts’ community, namely those called to support the actions carried out by the civil protection authorities for the safeguard of the cultural heritage in case of emergency. The website is available to the civil protection/cultural heritage safeguard community of experts from UCPM Participating States and third countries for collecting lessons learnt and best practices in the field of cultural heritage protection and safeguard in case of emergency.


For the launching of the website we have published three news items:

Ø  Italy at the forefront of the protection of cultural heritage in emergency: 3 questions to the Head of the Italian Civil Protection Department, Angelo Borrelli - explaining how important is this project for Italy and the experience the Department can bring to PROCULTHER;

Ø  PROCULTHER following the way to the European response methodology for protecting cultural heritage during emergencies, a kind of summary about the activities carried out till now and an explanation of the approach adopted so far;

Ø  EXE FLEGREI 2019 - the Full Scale Exercise with a focus on cultural heritage protection, held from 16 to 19 October 2019 in Southern Italy.
